It attempts to identify the factors behind the growth of private education and analyses the public-private differences in aspects relating to access and quality. The study explores the extent to which government expenditure in the form of subsidies actually reaches the target population. The analysis of the secondary data and the survey data is accompanied by econometric analysis to identify the factors that affect public-private choice of primary schooling.
